After compiling a cvs-client from actual sources on VMS the same error
occurs!!!

By the way I had some troubles during compilation because the are (!) faults
in the VMS-DCL-Scripts 
and in some C-modules DEC-C-Compiler (latest version!) there were some
errors (despite of changes 
to do described in readme.vms file...)
