For WinCVS (assuming you're using WinCVS 1.2) go to Admin|Preferences and go
to the 'Ports' tab.
The bottom checkbox allows you to specify the location of your particular
ssh executable.

As for your other problem, there is a tool 'ssh-agent' which basically
stores your key in memory after you have provided the passphrase.  This
should allow you to use passphrases with public keys without having to enter
the passphrase for each key.

I'm pretty sure you should be able to get it working from a command prompt.
I don't know about getting that to work with WinCVS.  Try it!
