cvsweb needs RCS. rlog and rcsdiff are two tools that come with RCS.
Double-check to make sure you don't have it on your system (try 'man
rcsintro'). If you really don't have it, you can get it from the FSF at
<http://www.gnu.org/software/rcs/>
That said, I would recommend using viewcvs instead. It is a rewrite of
cvsweb in Python. <http://viewcvs.sourceforge.net/> :) It also requires
RCS...
