I've seen some wierd things happen the very first time you run WinCVS.  I
don't know exactly what the problem is, but shutting down and restarting the
program seems to help.

In your case, I wonder if the program wants you to select a folder location
before continuing?  Maybe that's why the browse folder window keeps coming
up?  (I'm grasping at straws here)

The next thing that comes to mind is, check to make sure the home folder is
set.  See the WinCVS tab on Admin|Preferences.  A reasonable setting would
be something like "C:\".

You might also want to create a folder for where you want your checkouts to
go.  Then use View|Browse Location|Change to select that new folder.

Finally, make sure your repository server is configured for pserver mode.
If it is not, using the password server method won't work.
