using cvs without a HEAD branch

this is just a small check of an idea - before it ends up in a
only hard to handle cvs tree: is it possible to only work on
branches - so to avoid the HEAD at all ... that means creating
two branches very early (one devel and one stable) and only
working on those ... the background is to avoid people not
noticing that they are on the wrong branch (means on on branch
i.e. head instead of a certain one)

is this a useable model? did anyone work using it? are there any
drawbacks in using this scheme?
