I'm not sure exactly what is happening in your situation but have you:
 
1) checked the permissions on the actual $CVSROOT/CVSROOT directory?
    and on the history file within that directory?
 
2) Running on RH linux I found we had to set up the $CVSROOT directory
to have
    the setgid bit set (with chmod g+s directory)
 
3) is your user "david"?  it looks like the error message is that the
cvs process can't write
    to the directory /home/david/cvs or /home/david/cvs/CVSROOT? Check
the perms
    on those directories too...

    my cvs server happened to a question.
    after a import mypro,the user who is one of the cvs group ,this
group is the $CVSROOT directory's group,i have given them the right to
read and write ect.
  the user is login in with his username ,a normal user.
    the question is the user can not checkout the mypro
"address@hidden guo]$ cvs checkout yang 
cvs [checkout aborted]: /home/david/cvs/CVSROOT: Permission denied"
