binary file's import & checkout

Hello!

I don't understand following behaviour:

I imported my complete source-tree with following cvs-command (on VMS):

cvs import -d -m "*** START LZO-SOURCE ***" "-I !" "-W ""*.frm -kb 'b'"""
lzosrc witron r_2_1_1

All files matching *.frm (which are Forms) should be treated as binary!

After the successful import I checked out one frm-file (to control if it's
stored correctly):
cvs checkout lzosrc/le/le_vw_dia.frm

At this point this checked out file was corrupt when invoking my
Form-Editor!

So I done a cvs-log of upper file:
cvs log lzosrc/le/le_vw_dia.frm

As you can see the file has been stored with keyword substitution "b"
(meaning binary, or not?) ! 

So I wonder why my frm-file is not useable any more...?!?!
