It's probably because the active developers have more experience than you,
and know what a problem it is.

At work, I use perforce, which has this feature, by the way.

Even working with a very smart group of people, who really do know what
they're doing.  Mistakes happen.  Especially when the tools people are
using mostly kinda work most of the time; just often enough for people to
become lax in their usage of the tools.

And files get checked in with the wrong line endings because they mixed and
matched things.

It only happens occasionally, but, per Murphy, it happens at the more
inappropriate time.

And I've come VERY close the slapping their hands very hard and forcing
them to change how they work.

Because of this experience, I consider CVS more advanced than perforce
in this aspect because it does NOT have this capability.
