Preventing checkins on a specific branch

Is there a mechanism in CVS to prevent checkins on a specific
branch?

I know about the commitinfo file, but section C.4 of the manual
doesn't really elaborate on how the tag a commit is related
to might be checked (is it passed in as a cmdline arg, for example?)
