That works fine from my OSX box. Are you sure you restarted the inetd server
after adding the '-f' to inetd.conf? Try reading through the "Trouble Making a
Connection to a CVS server" section of the manual and maybe the general section
on setting up a server. There's a version of the manual online at
http://cvshome.org/docs/manual .
