Sure the user has checked out a module with the -d option of co:

cvs -d <some/cvsroot> co -d <place/it/here>

CVS doesn't fully understand the place/it/here directories and when
you try to use them it will complain with the error message you
see below.

Have the user go into his sandbox proper and try the command again.
