It's the new RCS file.

Yes -- that's how any operation that rewrites the RCS file works.

Give us more details.  Are you running the latest release of CVS (1.11 -
see www.cvshome.org)?  If not, try upgrading.  Are you running
client/server or with a local repository?  What system(s) are you
running on?  Is the repository on a local file system or some kind of
network file system?
