I assumed operating system level ACL's. Built into the file system. So,
would depends on what you're using. Something like AFS, most likely.
I guess if running the server on NT (*shiver*), you could be using NT level
ACL's.
But, basically, something supported by your OS, rather than CVS.
(No sense trying to have CVS reinvent the wheel, perhaps poorly).
