I still can't see what the problem with import is.

It's not like you really care about the version numbers assigned to the
individual files, is it?  After you do the import, then just start using
it.  The process works fine as that.  Use yourself as the vendor.

Also, why are you doing this "all the time?"

If you are in the middle of switching from one SCM product to another, I
could see where you would have to add a lot of new files to cvs at once.

However, after that, files should be added as soon as they are created.  So
typically add at any given time, probably no more than 3 files at once:
source, header, documentation.
