getting "cvs checkout: duplicate key found for `~'" message

I have just modified my "modules" file and I'm now getting a message:

        cvs checkout: duplicate key found for `~'

What does this mean, and how do I get rid of it.  I am currently 
running version 1.11.  As near as I can tell, all checkouts are
generating this message.  The relevant section of the modules file 
is:

    arcgdb crt/gnu/gdb-4.17
    all     -a !swe/GNATS_test_cases !swe/eBIOS_test_cases
!swe/SystemTest .
