Skip a modified dirty file?

On doing this:

cvs commit -m "Moved lookup structures to globals and structure
definitions to P780.h" Obj\Resource.frk\P780.tmp Src\P780.h P780-
1.mcp Src\globals.h Src\globals.c (in directory C:\Documents and
Settings\ed greenberg\My Documents\Palm Development\P780\)

I get this:

cvs commit: Skip a modified dirty file : P780-1.mcp
cvs server: Up-to-date check failed for `P780-1.mcp'
cvs [server aborted]: correct above errors first!

I've searched the manual, this archive, and Faq-o-matic for "dirty"
and find nothing.

Can somebody explain?
