The first step should be to backup your complete old repository
inclusive the machines setup etc.

Make sure no one has checkouted something from the
repository! Just simple make an order to do so.

Create the needed users on the new machine and setup
CVS if you use as pserver.

Then copy the complete repository to the new location.
The repository is just a tree with files and directories.

After that every use can login and checkout the needed
areas and continue working.

Thats it.
