server IP change

Thanks in advance for any help.

I noticed a thread going around recently about not being able to connect the
WinCVS client to the server after the server IP address changed.  We just
changed the ip address of our server and now we can't connect through
WinCVS.  

I deleted my local directory tree and still can't connect after changing the
ip in admin -> preferences -> CVSROOT.  I get a timeout message.  The only
thing that changed was the server ip and dns name which shouldn't really
matter since we're using the ip.  Nothing esle, specifically the inetd
configuration, should have to be changed, right?  Is there something that
we're overlooking?
