passwd is usually edited in place rather than being maintained with CVS
for security reasons. If you're sure you want to maintain it with CVS,
you need to add it to CVSROOT/checkoutlist so that it gets updated when
committed.

The key part of that message is "no such user username in
CVSROOT/passwd".
