See the CVS manual on www.cvshome.org and the INSTALL file in the source
distribution.  Note that most CVS executables are capable of running
standalone, as a client, or as a server -- there isn't a separate
executable for the server.  The Solaris executable on www.cvshome.org
should work fine on Solaris 8, or you can build it yourself if you have
a C compiler.
