Another possibility is that somehow (I don't know how), your mail
system delivers mail from CVS in the foreground, i.e. the mail
client that's invoked by CVS to send the message doesn't exit --
and thus allow CVS to continue -- until the mail has actually
been delivered.  Background delivery means that the client
returns control as soon as the mail has been accepted and queued,
before delivery is attempted.  If CVS mail is being delivered in
the foreground, and other mail in the background, that could well
explain the delay.

(I don't know Exim, so I've assumed a normal client/server
interaction; it's possible that the details are somewhat
different than I've described, but the basic
foreground/background distinction should still apply.)
