Simply set the permissions on the repository directories appropriately. 
Typically, you create a group for the users who are allowed to write a
particular directory, make that the owning group of the directory, then
set the permissions to allow the group to write but everyone else to
just read.  You'll need to use LockDir= in $CVSROOT/CVSROOT/config if
you're not already since checkout still has to create locks.
