I have been getting the same error since I upgraded my client from 1.10.8 to
1.11, IFF my working directory is on an NFS file system. Kind of weird so I
just do the `rm -r tree` after cvs tells me it is ok.

You have [0] altered files in this repository.
Are you sure you want to release (and delete) directory `tree\': y
cvs release: deletion of directory tree/ failed: Unknown error 523

client$ cvs --version
Concurrent Versions System (CVS) 1.11 (client/server)
