Struggling with WinCVS

Trying to login to CVS using WinCVS with password authentication generates
the following

CVSROOT: :pserver:address@hidden:/home/cvsuser (password authentication)
TCL is *not* available, shell is disabled
cvs login
(Logging in to address@hidden)
cvs login: authorization failed: server cvs rejected access to
/home/cvsuser for user cvsuser

*****CVS exited normally with code 1*****

Why does it ignore address@hidden and try to log in as address@hidden
