setting up branching

I work for lehman brothers.  We are going to be using cvs to set up our development tree for my department.  We had a meeting yesterday and were discussing how to do branching.  I explained that you branch a whole tree not just branching files.  I was trying to explain that you keep one branch as your production branch.  When you do new development especially one that is going to be a major change you should branch into a development branch and a production branch.   That idea seemed to get some major resistance.  Instead of that they wanted to use tagging and branching of individual files.   Like if you had to make some changes to production you would tag the branch and that would become your development baseline.  Then when you finished your changes you would then just tag and compile.   They seem to want to use tagging as an alternative to branching.  I didn't quite understand that 100% but it seemed to make sense to the majority of the people.  Can someone explain the pros and cons of both of these methods?
