Strictly speaking you should never delete any account that might own any
files, or exist in any system accounting records, or as in this case
hold any resources, etc.  Just lock them out and leave them as a record
of who they were, etc.

If I were you I would first re-create the account, with the same
user-ID, group, group memberships, etc.

Then either set the password on the account to something only you know,
or just lock it so nobody (but root) can use it.

At this point you can now at least do the CVS cleanup as the user in
question.
