Watches problem

I am having some permissions problem with CVS watches, and would like some help.

I have FreeBSD's default installation of CVS running.  I have created a "cvs" group and added the users into that group.  In my cvs directory (where I have the CVSROOT and project directories), I have checked the permissions to make sure that it is chgrp'd to "cvs" and is group readable and writable.

Everything that I have tried so far, as far as login, checkout, checkin, diff, etc. seems to work just fine.  I set up a watch on a file I am interested in, and that registered just fine.  Yet when another member commits some changes, he gets the following message, and no watch message is sent out.  The commit, however, is successful:

cvs commit -m "Add ability for Club Presidents to add, modigy and delete discussion boards." boards.cgi

I have looked in the CVS Book available at cvsbook.red-bean.com, but this particular error was not described there.  Any information that can be provided would be greatly appreciated.
