If you need server-side only changes, you'll need to
modify the patches so that the default options for
edit and commit include the advisory locks checks.  

You can also have watches turned on by default (I
think I've been able to do this by using a loginfo
script for new modules and directories) so that files
are checked out read-only.  This'll give an incentive
for the users to "cvs edit" the files before they
start modifications, but there's nothing preventing
them from chmod'ing the files.  OTOH, if "cvs ci"
checks for a valid edit, they won't be able to commit
(unless they do a "cvs ci -f").
