I miss reported.  The problem continues on solaris 8.  A plain su to
root with no `-' does not allow a user to commit.  I still get the
message about root not being allowed.

`who am i' ..at the command line shows 
reader     pts/4        Dec  7 16:47    (:0.0)

But cvs commit still results in:
  "/tmp/cvsc_ayxh" 8 lines, 296 characters 
  cvs [server aborted]: cannot commit files as 'root'
  cvs commit: saving log message in /tmp/cvsd_ayxh

I think I will edit otpions.h, at least temporily, until I figure what
other config might help the above situation.
