Scheduling jobs is a job for a scheduler :) and is by far way
out of the scope of a normal application.  Remember:  CVS comes
from an environment where tools are made to do only their job
and do it (at minimum) well.  Every tool has its functionality
plus a determined interface.  Plugging them together in any way
nobody could think of before is what makes this approach so
flexible and successful.  Rethink your Windows "one does a
little bit of all but none of them right" attitude.

BTW:  What's the point in committing when a certain time is
shown on the wallclock?  Once you start thinking about it the
only appropriate way of determining when to check in changes
is when a logical step of your development is done.  This has
absolutely no relation to calendar time.  If you want a regular
backup, please don't abuse a versioning system but use backup
software, please.
