Yes (although it's actually the modification time stamp).

Correct -- if you do a general commit, CVS will check the files that may
have been modified to see if they were actually modified and only commit
those that were actually modified.  Usually, that also corrects the
status, but doing an update or status will also correct the displayed
status.
