You need to either change your /etc/inetd.conf to run CVS as root (note
that it only runs as root long enough to check the user's password, then
it changes to run as the specified user -- that's the step that's
currently failing) or else create/update your CVSROOT/passwd file to map
all CVS users to the system user you're running CVS as.
