I don't care where this list is hosted. Anything that gets rid of spam
is a good thing.

But... The main problem with this sort of "voting" is that only those
who are *already subscribed* will take part (... well, mainly anyway).

We really ought to take the opinions of the non-subscribers into account
- people who need a hand with CVS will only subscribe when the need
arises. Which means that there are lots of people out there who simply
haven't subscribed *yet*. Others don't subscribe, but shout for help 
anyway. Their opinions matter too.
