Creating a module

I have read that you normally create a module by placing a line in it with
some stuff into the modules file that sits in the CVSROOT directory of your
repository.

A co-worker created a module earlier, but it was not done in this way.  If
you look at the modules file it shows no sign of it.  He said that he typed
some commands at the actual machine that runs the CVS server.  Does anyone
know of how to do this?  By not using the modules file?
