Nested amperstand modules?  I think they work.  If I understand
your diagram correctly,

    USB_DEVICE  path/to/USB_DEVICE
    USART       path/to/USART

    IP_BLOCKS   path/to/IP_BLOCKS &USART &USB_DEVICE
    ARM_CORE    path/to/ARM_CORE

    MY_PROJECT  path/to/MY_PROJECT &ARM_CORE &IP_BLOCKS
