CVS "Official" Releases

I'm investigating applying Stephen Cameron's ".trunk" + ".origin" patch
and find myself wondering a couple things about CVS Releases:

1. What's the odds of this patch getting included in the main CVS source
so it doesn't need to be reworked each time there are changes to the
source?

When I asked Stephen this, he said "When I left off, my belief was the
only thing missing was sanity.sh test cases for interactions with vendor
branches...", unfortunately he also said he doesn't have time to work on
it anymore.

2. I've also been considering options for fixing the infinite loop problem
in translate_symtag which Larry recently fixed.  Would it be possible to
retrofit this fix to 1.11.1p1?  Or is it better to use the latest source?

3. How safe is the latest source?  I ask, because our CVS server supports
over 1500 developers and I'm quite sure I won't be able to sell installing
"unstable" code.

I've seen a couple messages saying to upgrade to the latest source, which
leads me to believe that perhaps the latest code is fairly stable?

4. How frequent are "official" releases?  And/or, is there any estimation
when the next "official" release might be?
