effective use of watch/edit

Hi all,

I realize that for a cvs watch to be effective, users in their working
copies have to use cvs edit to inform CVS that they are "going to" make
changes to a file. (or maybe when they have finished making changed,
just before a commit)

Any edit AND commit action on that file will be reported to the user who
requested a "watch" on file.

I think cvs edit should be used not before a commit but when you are
starting to edit a file. 

BUT, on the developers part, this is something that can very easily be
forgotten. Or some files may be left out by mistake, when a lot of files
are going to be modified.

Is there a convenient way to help developers in running cvs edit?
