help for remote checkout!

hi,there:
  i had imported a repository successfully, but i fall in the trouble with 
remote checkout.

  i can remote login by any username ( root, video...), but i cann't 
checkout by the above usernames except 'root'. 

Everytime i use: 
====================================================================
foo$cvs -d:pserver:address@hidden:/data/viewcvs checkout foo
====================================================================

i will receive the info:
====================================================================
cvs server: cannot open /root/.cvsignore: Permission denied
cvs [server aborted]:can't chdir(/root): Permission denied
====================================================================

but i can checkout successfully as 'root'.
Can you help me?!
