lock-modify-unlock model and cvs admin -l

Hi

My company uses the lock-modify-unlock model of software 
development.  We are considering moving to CVS.  I see in
the Cederqvist document in Sec. A.6.1 that there is a way
to lock using "cvs admin -l".  At the start of section
A.6 is a comment that some of the options in this section
have questionable usefulness and  may be removed.  Does 
anyone know if the "cvs admin -l" is classified as having 
questionable usefulness.
