That's the vendor branch.  It's intended to be used when tracking
changes to third-party sources and it's magic, so don't try to use it as
an ordinary branch.  (That magic is the source of the unusual behavior
you saw that confused you.)  For more details, see the manual:

Revision numbers are for CVS's internal use only -- don't screw with
them.
