I got the same "cvs init: Empty password used - try 'cvs login' with a real
password". The problem is you need to login to the pserver before trying any
other operation.

Also the user you use to login must have enough rights to create new files
on the fs of the pserver machine.

Okay WinCVS is attempting to access a remote repository using pserver
access.
I don't think it is possible to create new repositories using pserver. I
think
yoou will need direct access to the CVS server to create it.
