Yup.  Timestamps are always stored in the repository in UTC.
This is a Good Thing; imagine if your repo was shared by people
in North America and Australia, as well as yourselves.

CVS could theoretically translate back from UTC into your local
timezone when displaying times, but it doesn't currently do that.
