CVS locking and unlocking

Hi All,

I have a CVS server setup in the Unix , all the users are defined in the passwd file , of the repository . The CVSROOT is as ":cvspserver:address@hidden:/local/apps/cvs/sampleapprepository" .And these repositories are defined in cvsstart file .

The file that is locked by one user , currently could be unlocked by another user using WinCVS . Could any one write to me as to how& where  I could modify the settings to make it unlockable by another user .
