cvs tag -F -b

I any syntax change since 1.10 ??
I'm trying  to use the same syntax that I was using for 1.10 for cvs tag:

cvs tag -F -b BRANCH file

but now I got a :
cvs server: Not moving branch tag 'BRANCH' from 1.57 to 1.58.0.2

cvs version 1.11.2
Any ideas ??
