error message

Hi All,
I'm a newbie to CVS . I had to move the CVS repos from server A to server B 
, which I did by tarring the cvs repository and configuring changes to 
/etc/inetd.conf and /etc/services and stopping and starting the network 
services. I've added the pserver entry to the inetd.conf as in the manual. 
when a user tries to connect to the cvs server he is getting the following 
error.

"cvs [login aborted]: connect to 192.16.99.128:2401 failed: Connection 
refused"
Can any of you experts tell where I would have gone wrong with the config.
Any suggestions will be greately appreciated.
