You can do it for whole directories, but not for individual
files. All of the files in a single CVS working directory have
to come from the same directory in the repository.
Subdirectories are different; you can grab them from here and
there, including sharing them between projects. You can do that
by hand, but the CVSROOT/modules file lets you do it in an
organized and repeatable (if somewhat cumbersome) way. See:

Warning: don't try to do it by making symbolic links inside the
repository. I gather that's a *really bad* idea!
