Base Directories

"Base" directories are being created in developers' work areas, I
guess due to "cvs watch" being enabled.  Is there any way to prevent
these directories from being created, or to make it so that file names
are not the same as originals?  It is causing major developer
confusion, especially when using greps, searches, et. al.  Getting
developer upgrade is not an option (j/k) ;)
