  Seems to depend upon whether cvs can otherwise determine what the
CVSROOT should be and if this is the one the developer wants the
module list for.

  If CVSROOT is set, either by the environment variable or Root in a CVS
  subdirectory of the current directory and this is the repository the
  developer wants the module listing for, then no.
  If cvs cannot determine the root or if the developer is interested
  in a different root then would be derived from a CVS subdirectory
  then yes.
