Merging changes onto a branch not adding new directories |

When I do a :
cvs update -j TAG_A -j TAG_B -d
the update does not include files in directories that have been added between
the two revision tags. Instead I get :
cvs update: New directory `<dir-name>' -- ignored
What am I doing wrong ?
