You can use either one -- they're more or less interchangeable.  The key
differences are that tag requires a working directory and (by default)
tags the revisions you have checked out in that working directory
whereas rtag works directly on the repository and you need to explicitly
specify what revision(s) to tag.

With either one you have to use -b to create a branch tag (otherwise you
get a revision tag).
